You can 'hide' any update (but you don't want to do so).

Important updates are not necessarily security-related. Important updates include optional, non-security software updates as well as driver updates for third-party hardware. Left to its own devices (i.e., set to Automatic), Automatic Updates will (attempt to) install all Important updates - whether you or your computer need/want them or not (e.g., the Intel driver in your first post).

The 80070103 error's telling you that the driver update is not appropriate for your computer (despite what Windows Update says). You don't want to install it so you should hide it. That being said...

If you hide the driver update & reboot, can you successfully download/install Win8.1 via the Windows Store?
